I took those who are current maxed, considered for cost and amount of time the person has been doing that build. I also reviewed for race specific skills that might limit lines. Finally, some people are not currently playing, but are expected to which placed them at best last slot until someone else fills that spot or they return. In some cases I took names of those that are close to being max build, as they can get a large number of items that are not needed handed down or held for them.

This list doesn't show who is first to get an item from (who you ask to build something), just who gets to learn items first, etc. Also, you may not agree with this list at all, but it does best suite the guild needs. When more then one builder is listed, please take into account lines each person has and balance things as needed. So, here is the list I see at this point and will be reviewed from time to time to adjust builders level changes:
